The point of departure for this report, the third in a series of in-depth reports in education in Israel published by the Adva Center (See Separation, Inequality and Faltering Leadershipand Privatization in the Israeli School System: Selected Issues) is that the current functioning of the school system perpetuates inequality and poor achievements among most schoolchildren. At the same time, it is based on the assumption that those schoolchildren are capable of attaining the highest normative achievements, and that the school system can be changed to enable them to do so.
