A decade after establishment of the Abu Basma Regional Council and initiation of the process of recognizing the villages within the Council, most of these communities remain under-developed. This paper examines the obstacles to significant development of the Abu Basma villages and outlines recommendations for a development plan. The final part of the paper reviews the current status of the Abu Basma villages.
