This Guide is based on manuals and models that have been used in many countries\u00a0to perform gender audits of budgets. It is also based on the collective experience of\u00a0the Women\u2019s Budget Forum and the Adva Center in their analyses of Israeli municipalities\u00a0in recent years.<\/p>\n<p><strong>What\u2019s in the Guide?<\/strong>\u00a0Three models are presented here:<br \/>\n1. Gender audit of budgets for municipal programs and projects. This model reveals\u00a0how public spending on municipal services and programs differentially serves\u00a0women and men and the need to introduce change, if necessary, to ensure that\u00a0the needs of both women and men are adequately met.<br \/>\n2. Across-the-board analysis of a target group provides a closer look at one group\u00a0of city residents whose situation we want to examine and improve. In this model,\u00a0we evaluate all the amounts allocated to this group in the municipal budget, and\u00a0examine all the relevant allocations within each municipal department.<br \/>\n3. Gender audit of patterns of municipal employment and decision-making.
