{"id":1600,"date":"2010-06-08T00:00:00","date_gmt":"2010-06-07T21:00:00","guid":{"rendered":""},"modified":"2021-02-18T10:53:03","modified_gmt":"2021-02-18T08:53:03","slug":"post-slug-1600","status":"publish","type":"post","link":"https:\/\/adva.org\/en\/post-slug-1600\/","title":{"rendered":"The Cost of Occupation &#8211; The Burden of the Israeli-Palestinian Conflict: 2010 Report"},"content":{"rendered":"<p>&nbsp;<\/p>\n<table class=\" alignleft\">\n<tbody>\n<tr>\n<td><\/td>\n<td>The report analyses the extent of the economic, social, military, political and diplomatic burden of the conflict on\u00a0Israel.<\/p>\n<p>Among the report&#8217;s highlights:<\/p>\n<p>The prolonged conflict with the Palestinians\u00a0<strong>undermines<\/strong>\u00a0sustainable economic growth,\u00a0<strong>burdens<\/strong>\u00a0the budget,\u00a0<strong>limits<\/strong>\u00a0social development,\u00a0<strong>absorbs most of the energies<\/strong>\u00a0of the political leadership,\u00a0<strong>calls into question<\/strong>\u00a0the legitimacy of the actions of the Israeli Defense Forces and\u00a0<strong>isolates\u00a0<\/strong>Israel internationally.<\/p>\n<p>The burden of the conflict includes:<\/p>\n<ul>\n<li><strong>Double threat to the Israeli economy instead of one<\/strong>:\u00a0 global crises and crises caused by the conflict. As a result, during the last decade (2000-2008),\u00a0Israel&#8217;s economic growth per capita grew more slowly than that of the countries of East Asia and\u00a0Eastern Europe, at a rate similar to that of Western countries. The problem is that in order to reach parity with Western countries,<\/li>\n<\/ul>\n<p>Israel needs to grow at a rate similar to that of the emerging economies of Asia and\u00a0Eastern Europe.<\/p>\n<ul>\n<li><strong>Low credit rating, in relative terms<\/strong>: Israelis are proud of their country&#8217;s credit rating, but the figures show that\u00a0Israel is ranked no higher than 40 among the nations. Most of the developed countries have a rating of AAA, while\u00a0Israel&#8217;s rating is A.<\/li>\n<li><strong>Budgets go for guns, not butter<\/strong>: Between 1989 and 2010, the Ministry of Defense received budget\u00a0<em>increments<\/em>\u00a0earmarked for the Palestinian conflict in the amount of NIS 45.3 billion (2009 prices) \u2013 a sum that exceeds the 2009 budgetary outlay for schools and institutes of higher learning.<\/li>\n<li><strong>Guns or butter is the name of the game<\/strong>: The prolonged conflict forces\u00a0Israel to choose again and again between guns and butter. The following diagram shows the difference between changes in the per capita defense outlay and the per capita social services outlay, for the last decade. Following cutbacks in the wake of the Intifadah, the per capita social services outlay declined during much of the decade to below its 2000 level. In contrast, for most of the years in question, the per capita defense outlay exceeded the outlay in 2000\u00a0 (with the exception of 2003 and 2004, when the Intifadah ran its course).
